This recruitment will be used to fill a Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) position. This position is expected to last 9 months, with a possibility of extension.

The King County Department of Local Services (DLS) Director’s Office is hiring an Economic Alliance Program Manager (Project Program Manager III). This program manager will support economic recovery for businesses and individuals in unincorporated King County still recovering from the COVID-19 pandemic, reporting to the Economic Development Program Manager. Unincorporated King County includes, amongst others, the urban communities of White Center, Skyway, East Federal Way, Fairwood, East Renton and the rural communities of Vashon, Fall City, Snoqualmie Valley, Maple Valley, and Southeast King County. This position will coordinate and support the unincorporated King County (UKC) Economic Alliance Program.

The King County Council appropriated $5.25 million in funding from the 2021 Federal American Rescue Plan Act to DLS to support an economic alliance in UKC to assist the region in recovering from the economic impacts of the COVID-19 public health emergency.

The UKC Economic Alliance Program was established in 2022 and is funded through 2025, with the potential of continuing this position after, subject to appropriation of funding by the King County Council. The program will be comprised of the following components and is intended to support only COVID-impacted individuals and businesses in UKC.
Training and job placement support for COVID-impacted workers.
COVID recovery technical assistance for small businesses, including coordinating with community partners in support on accounting, legal support, and business planning.
Community engagement to ensure that the program benefits reach those most impacted by the ongoing negative economic impacts of the COVID-19 pandemic.

Our ideal candidate will help continue collaborative relationships with our economic development partners and will sustain effective public/private partnerships, trust, and credibility throughout the business and development community. The program manager will develop, convene, and support the UKC Economic Alliance (which will be comprised of community-based economic development organizations and chambers of commerce), and work with contracted organizations to ensure that all program beneficiaries meet Federal COVID-recovery eligibility requirements. The Program Manager will work closely with the Alliance, contracted organizations, and colleagues in DLS to ensure coordination and collaboration to promote economic recovery across UKC in compliance with federal funding requirements.

Job Duties
Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

Implement a UKC Economic Alliance comprised of contracted organizations and partners.
Promote collaboration on approaches to economic recovery through positive and proactive relationships and planning with alliance members.
Identify gaps in assistance and develop strategies with Alliance members to fill those gaps. Assess short, mid- and long-term COVID-19 recovery needs with Alliance members.
Work with the contracted organizations and the King County Prosecuting Attorney’s Office to develop an assessment for “negatively impacted by COVID-19” which meets the needs of community while satisfying federal requirements.
Ensure recipients meet the eligibility requirements.
Implement the small business grant program using process and systems developed in previous rounds.
Help Alliance members identify and implement strategies that will advance and actively apply the King County Equity and Social Justice Plan and priorities to enhance economic recovery.
Coordinate implementation of strategies with Alliance members.
Oversee reporting of funded partners and ensure requirements are being met.
Work with procurement to close out contracts with economic development partners before the end of 2025.
Experience, Qualifications, Knowledge, Skills
Experience in public administration, economic development, community building, non-profit, community-based organizations, or outreach focused on economic development.
Excellent people/public relations, communication, mediation, and negotiation skills.
Ability to network with communities, civic leaders, economic development professionals, private sector partners, businesses, and a wide variety of other organizations and constituents.
The ability to use innovative thinking and identify best practices to approach problems, resolve conflicts, and implement programs.
Experience working with and supporting the needs of ethnic businesses and business districts.
Proficiency in conducting presentations in different settings, including public community meetings, businesses, nonprofit organization meetings, and small groups.
Experience effectively managing competing priorities, accomplishing tasks, and monitoring performance metrics.
Experience working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQ, people with disabilities, multi-lingual environments, people of rural areas, and veterans.
Knowledge of working within the unique challenges and experiences of immigrant and refugee business owners.
Comfortable and able to engage in multi-lingual environments.
Advanced ability with Microsoft SharePoint Excel, Power BI or equivalent tools.
Supplemental Information
Interview Schedule: Successful candidates will be asked to participate in a 15-minute phone interview the week of November 25th. If you are selected to move forward to a panel interview, you will be invited for a 45-minute virtual interview the week of December 2nd.

Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

Work Schedule: This position will work 40 hours per week but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

Emergency Designation Status: This position has been designated Non-Mission Critical - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.
